The internet does something different. It preserves what people pay attention to.
A typeface returns because designers revive it. A website disappears because nobody visits it. A meme survives because millions decide to share it. An interface becomes nostalgic because people collectively remember it.
Attention is the mechanism through which internet culture gains, loses, and regains value. It is real, it is scarce, and it is entirely unrecorded. The Commission finds this unacceptable.
The Attention Exchange makes the invisible process visible: a live public market where cultural ideas are valued through collective attention rather than financial capital.
Citizens of the Exchange do not vote. They trade. The distinction matters: a vote asks what people believe. A market reveals what people are willing to spend attention on.
The Exchange is not trying to be accurate. It is trying to be honest. Hype, nostalgia, contrarianism, herd behavior — these are not flaws in the data. They are the data.
On registration, every citizen is issued 1000 ATN. Attention is non-convertible and non-transferable. The Commission does not extend credit, and no further issuance is scheduled.
New citizens are dealt ten specimen cards from the listing. Keeping a card files an allocation of 100 ATN at the posted price. Passing costs nothing. Both are recorded as taste.
Attention placed into an asset buys units at the posted price. Your allocation is demand, and demand moves the market. The register of holders is public.
The Exchange settles every four seconds. At each settlement, a price moves in proportion to net demand: attention arriving, minus attention leaving, measured against the attention already resting in the asset. Small pools move violently. Crowded pools barely notice you. No single settlement may move a price more than a fixed fraction — the Commission abhors panic. For the record: 100 ATN filed into an unloved asset moves it several percent. The same filing into a crowded one is a rounding error.
Withdrawing attention is a sale at the posted price. Profit or loss is realized against your average cost and entered in the ledger. A withdrawal pushes the price down — leaving is also a signal. Assets left unattended drift back toward their origin, per Article 02.
The AEC Composite is the mean of every listed asset against its origin, indexed to 1000 at par. When the composite rises, culture is paying attention. When it falls, the Commission takes notes.
Every citizen is issued a fixed budget of Attention. Allocating it to one idea means withholding it from another. An opinion is free. An allocation is a sacrifice. The Commission only records sacrifices.
An asset nobody attends to drifts back toward its origin. This is not punishment. It is physics. The Commission does not prop up the unloved.
No asset may fall below the floor. Somewhere, someone still runs a forum. Somewhere, a personal website is quietly updated. The Commission maintains the floor accordingly.
There is a single ledger. A trade filed from a warehouse installation and a trade filed from a phone at 2 a.m. move the same prices. The Commission recognizes no secondary markets.
To profit on this exchange is to have believed in something before the room did. The Commission considers this the only respectable form of wealth.

The Commission maintains the official public record of cultural attention and operates the Attention Exchange, the public market where cultural assets are valued through collective attention rather than financial capital.
